Why Congress passed the Pollution Prevention Act of 1990 is explained in the "Findings" section, says Matt Horeczko. Here are some of the reasons:

Millions of tons of pollution are produced in the U.S. every year and we spend tens of billions of dollars to control this pollution.

  • Changing production, operations, and raw materials used cost-effectively can reduce or prevent pollution at the source.
  • Often, opportunities for source reduction remain untapped because current regulations, as well as the industrial resources necessary for compliance, place more emphasis on treatment and disposal than on source reduction.
  • Waste management and pollution control are fundamentally different and less desirable than source reduction.

P2 Defined To prevent pollution, it is necessary to modify production processes, increase the use of non-toxic materials, implement conservation techniques, and reuse materials instead of putting them into the waste stream. National Pollution Prevention Policy According to the Pollution Prevention Act, the EPA is responsible for implementing the following national policy: It is best to prevent or reduce pollution at the source whenever possible. When environmentally safe methods are available for recycling pollution that cannot be prevented, they should be used. Whenever possible, nonrecyclable pollution should be treated in an environmentally safe manner. If an item is to be disposed of or released into the environment, it should be done in a manner that does not harm the environment. According to Matt Horeczko, identify opportunities to reduce greenhouse gas emissions, use of hazardous materials, and resource use while contributing to a more sustainable economy by implementing the Pollution Prevention Program Strategic Plan for 2010-2014. An Evaluation of EPA Efforts to Integrate Pollution Prevention Policy throughout EPA and Other Federal Agencies - This evaluation, which dates from October 2008, identifies key areas in which P2 integration could be improved and makes connections between P2 integration activities and sustainability policy initiatives.
